In 2001, through Governor M. J. “Mike” Foster Jr.’s leadership, the Louisiana legislature approved $22 million in new, recurring funding for an information technology (IT) initiative that is aimed at driving economic development throughout the state. Governor Foster proposed this initiative to complement his Vision 20/20, the state’s master plan for economic development, which calls for advancement in six key technology industries. Higher education has been identified as the driver for economic development in the IT arena, so the Louisiana Board of Regents will direct the investment of these funds. The majority of the funds will be split among the state’s five designated research universities, with LSU receiving the largest share, $6.975 million, during fiscal year 2001-02.

LSU will invest these funds in three key areas:

To better prepare our students to enter the modern, IT-intensive workplace

To focus more of LSU’s research enterprises on IT-related fields of discovery

Economic Development
To promote a more rapid deployment of new technologies into the marketplace

LSU CAPITAL (the Center for Applied Information Technology and Learning) has been charged with distributing LSU’s IT funds. During the fall of 2001, faculty across the campus were encouraged to submit suggestions regarding how the funds might most wisely be invested. An External Advisory Panel, composed of experts who have demonstrated visionary leadership in the information technology arena, helped evaluate these ideas and guide LSU CAPITAL through the decision making process.
