A bad month for H2


From June 12 2007 (S5 day 585) until July 11 2007 (S5 day 614), H2 range showed a drastically lower and changing range than in the rest of S5, with some segments being very glitchy too. Problem starts on June 12 (H2-2814, Rank#120), although at the time it was referred as an old "ETMY" problem: "On the last hour the broad noise was present". The range becomes higher and stable on July 11 20:00 UTC, after an RM controller problem was fixed (by Keita and others).  H2-2937 had 7Mpc and only seismic glitches at the beginning, later segments were OK. Keita says that the RM problem was only one of probably two different problems, but it seems obvious that there was a problem during this month different than the "ETMY" problem.

Some segments in this month are glitchy, others simply have low range, but I suggest we use a long H2BADMONTH flag between June 12 12:00 UTC and July 11 20:00 UTC, and use a different flag for glitchy times.
The table below shows all the segments in this bad month, and suggested flags.

Criterion for glitchy flag: KW triggers with sig>20 a a rate of ~5/hr or more, or SenseMon drops of ~1Mpc or more at a rate of a ~5/hr or more.
